Set a monthly budget amount for a group, not just a category

I was hoping to create a budget amount for a group, that would include many categories. for example: one category in ‘the group’ may be dining out, the other personal care, the other clothing. I have $500 to spend between these 3 categories, but maybe one month i want to buy more clothes and not dine out. I want to track the categories, but be able to choose how much I spend in each one depending on needs in that month. can you do this?
